Institute for Facility Management Education marks 20 years
R. Palmer
This year marks the 20th anniversary of
the Electric League of Arizona’s Institute for
Facility Management Education. Education
focused on the facility management industry
was in its infancy at that time, so the Arizona-based
program was a pioneering initiative
when the Institute and its Facility Maintenance
Technician Program launched in the
fall of 2002.
The ELA has a long tradition of successful
training programs in the electrical and
HVAC fields through its Education department
.
“We had heating and air conditioning and
electrical instructors that worked at facilities
within Valley cities, such as the City of
Scottsdale and the City of Mesa,” explained
ELA Executive Director Heidi Sheridan.”
These instructors recognized from their
work experience that there was a need for
education among facility technicians. Local
cities and organizations sending their workers
through other ELA education programs also

expressed the need for such training options
that would specifically cater to their needs.
“According to the local industry experts,
nothing like that really existed, so we put
together a program that would work well for
them,” said Sheridan.
One of the ELA Education department
electrical instructors at the time was Elmer
Tepper, who was instrumental in developing
curriculum for the Facility Maintenance
Inside
Technician Program.
“It started pretty much from scratch,”
Tepper explained, adding that they searched
for training material but there was a lack of
resources for the field at the time.
In 2003, one year after the Institute was
created, an second program, called the
Building Operators’ Certificate Program
was launched. The unique training was
aimed at those people tasked with the overall
management of buildings and facilities.
“The Building Operators’ Certificate Program
was designed more for an upper management
audience, rather than technicians,”
Sheridan explained. “Those responsible for
buildings needed more of a broad spectrum
of ways that they could save on costs and
become more energy efficient.”
Arizona utilities also expressed interest
in the Building Operators’ Certificate Program
as a venue through which to educate
building owners and managers about their
available rebate programs and incentives
that provide the opportunity to save money
